

Muscat:The Sultanate of Oman has officially launched the Muscat Action Plan at the United Nations Headquarters in New York, introducing a landmark international framework aimed at strengthening conflict prevention and addressing identity-based violence worldwide.
The Muscat Action Plan establishes a UN-led consultative process in partnership with the network of religious and traditional peacemakers. It brings together religious and community leaders, indigenous representatives, and international institutions to support peace building efforts globally.
The initiative was launched under the patronage of UN Secretary-General António Guterres, with the participation of UN member states, international organisations, and leading peacebuilding partners.

The framework is based on the growing international understanding that preventing conflict and countering hate speech requires more than political and security responses. UN Secretary-General António Guterres praised Oman and its partners for advancing the initiative, highlighting the essential role of traditional and indigenous leaders in promoting global peace and security.
Key pillars of the Action Plan
The framework is built around five main pillars designed to enhance community engagement and close gaps in peacebuilding efforts. These include expanding international partnerships, empowering traditional and community leaders, promoting preventive approaches to conflict, countering hate speech and extremism, and strengthening social cohesion through intercultural dialogue.
The launch reflects growing international recognition of Oman’s foreign policy approach, which is grounded in dialogue, moderation, and balanced mediation. It also reinforces the Sultanate’s role in advancing humanitarian diplomacy and its global soft power presence.
